Substitui tratamento de erros por chamadas ao relatório automático em todas as operações críticas, melhorando a padronização e rastreabilidade dos erros. Implementa paginação eficiente na listagem de regiões/estados, ajusta mensagens de retorno e corrige pequenos detalhes de nomenclatura e lógica de negócio.

Alteração no decretos.php e criação de pagina-decreto.css para o Estado

O CSS da pagina de decretos do governo regional foi excluido durante a remoção em massa, então estou criando outro arquivo com o mesmo estilo anterior.

Refactor community topic and comment permissions and forms

Unified user role checks using a single 'funcao_nivel' field and centralized access levels. Replaced legacy role checks (adm, mod, tradutor) with a numeric permission system, updated all permission checks and user role displays, and improved error handling for all actions. All forms now use AJAX-friendly classes, and avatar images have fallback handlers. Also added support for new JavaScript form handler and improved code structure for POST actions.

Improve avatar selection and error handling in character creation

Refactored avatar array to support user-uploaded images and updated image path logic. Enhanced error handling by simplifying exception blocks and improving file existence checks. Fixed issues with avatar image display and added a check to prevent users from having more than one living character.
